Apple Executive Responds to Annoying iOS 16 Copy and Paste Prompt: 'Absolutely Not Expected Behavior'

How could Apple not be aware of this issue during testing?

The problem appears to be that it was only happening to some people so it is theoretically possible Apple's testers didn't experience it. And unfortunately the vast majority of public beta testers and even developers don't report bugs enough even when they experience them.

Just reporting that as of 4/18/2023 I'm still getting this prompt all day long (across my iPhone 16.3.1 and OSX 13.3 laptop) and it's driving me insane. My phone has no global or app-specific settings to suppress it even though some articles claim the setting should show up in newer iOS apps. Hoping someone can come up w/a jailbreak tweak or something to get rid of this thing.
