What they can do, and probably will, is move bits of the operation over here, eventually, but it'll look a lot different than what they're doing in China right now. It'll be massively automated, with robots doing most of the assembly work, and a human workforce several orders of magnitude smaller who will be mostly supervising and maintaining the machinery.

Not only will it look like that, but the product design be different as well - rather than discrete components that need to be assembled, a SOC will have everything on a chip, needing only case, camera module, battery, screen and perhaps a button or two to assemble. As the part count keeps going down, less manual labor is needed and you can design for automated manufacturing and keep manufacturing costs low relative to total costs.
