Apple extremely high call volume?

I've tried to get thru multiple times concerning my order. I'd like to change it which they state is more than possible. Every time I call and go thru the sites it says " I will get you live help for that" then states"high call volume will not allow us to take your call...goodbye?" What the heck! If I need to change my order it would be nice to get thru.
