A few years ago, from time to time various (reputable) online merchants would sell Apple gift cards (iTunes gift cards then) at a discount compared to the face value. I remember Costco being one of them. I remember buying a set of four $25 gift cards for $80.

Has Apple changed its policy on doing this? I have an expired credit card on my Apple Account and use gift cards to prepay a balance into my account. That way some subscription or one of my kids’ purchases cannot tear into my checking account. It would be nice to be able to find discounted gift cards from time to time.
 
I have not seen actual Apple Gift Cards discounted in awhile. You will see sales at Target and Best Buy where you purchase a $100 apple gift card and get a $10 Target/Best Buy GC

Yes, here in Australia "Apple" gift cards have never been discounted. The iTunes/App Store ones were regularly discounted before being phased out years ago.
