Engineers sitting in the big round Apple circle have little idea about the rest of the world, apparently. Each of them has a zillion bit fiber connection to his/her machine and that is assumed to be normal throughout the country. So they release a 12 gb update that apparently does very little and could just have well as waited for the next iteration. 12gb is no small chunk of many monthly quotas, especially in rural areas.
 
I don't see how data caps are sustainable for a long term. Two modern video game downloads and most people will have exceeded their data cap. Microsoft now has two updates a year that are several GB in size.
 
For the majority of the world, areas may have low bandwidth, but caps and quotas are fairly rare. From what I’ve seen that’s mostly a US dumpster fire :)

If there’s a security issue, Apple should fix it immediately. It may be deemed minor, but if they can push the update now, why wait? Even if it’s 12GB. Then the decision to postpone updating is your choice. Unlike Windows you can choose to not install any of the updates :p (I speak with very little knowledge on the Windows front, I mostly update that myself. But I’ve just heard an endless stream of people say “oh now my PC’s rebooting and updating on its own. Again”)

What is your data cap limit? Who is your provider? Are there options for you?
At&t. And yes there are options. I can go back to a 26k dialup. Or maybe Hugesnet (We don't know why you are not working. Have you tried turning it off for 48 hours, then turning it on again?)

You are obviously under the impression that the suits in the front office have any worry at all about your gaming download. It is 100% concern of what they can give for the bottom line at the next stockholders meeting.
 
There is no way to limit data usage on the iPhone. Its a basic feature that’s existed on Android since forever.
Its really great fun when you tether your iPhone to the Mac and some backup / update that you forgot or were unable to disable runs in the background and eats up your monthly allowance.
Apple live in their own world and don’t give a monkeys about things like this.
