Would have been much smarter to come up with both a much more space efficient design which would have also been more cost efficient as well. Not surprising that they are going through more than one contractor. The contractors will probably end up eating a lot of the costs due to unexpected cost overruns that plague designs like this.

I don't know what kind of cost overruns you think "plague designs like this," but DPR and Skanska knew what they were getting into. They are big boys and if they saw "Apple" and "Foster and Partners" in the documents, they are only losing money because they want to.

As for another party coming in and doing the interiors, it *is* surprising, mostly because it means there was something there that made up for the (admittedly minor and temporary) heartache of having multiple GCs on a job. I find it hard to believe in this case that money's behind it, but you never know...
 
I have never known any major construction projects finish on time. That is even true for kitchen remodeling ;) Considering there is a lot of innovation, I will be surprised if it finished on time. If it did, I might even think they did not go crazy enough.

I think speculations about 'skyrocketing budget estimates' are way overblown. We just do not know enough to even use the word 'skyrocket'.
 
I heard it was a epic design shift, a vision Jony Ive had while power napping. He woke in a cold sweat, grabbed a nearby iPad, and with deft, minimal strokes quickly sketched the new design for Apple's corporate edifice. It was unlike anything seen before:

Yes, this will require significant concrete removal from the partially-complete structure, and some contractors and architects were disturbed by the sudden change of plans. The good news is the concrete will be replaced by a precisely formulated aluminium alloy and each window pane will have millions of laser-drilled holes for fresh airflow.

Pretty typical for multiple contractors to take on multiple contract phases, i.e., exterior shell/framing versus interior finishes.

If they dump the program manager then you've got a problem.
