I'm trying to redownload my purchased iTunes movies to an open box iPad Pro I purchased and I get the following message:
"This Device is Already Associated with an Apple ID. You can download past purchases this device with just one Apple ID every 90 days. This device can be used within another Apple ID in 57 days."

The other issue I'm having is when I try to verify the serial number on Apple's website, I get the following message: "We're sorry, but we are unable to complete your request at this time, please try again later".

I've tried it multiple times within the last few hours and just now I even tried serial numbers off my other devices which immediately pulled up warranty info on my iPhone and Air 2, this IPad Pro keeps getting that message.

Is this thing a dud?
 
I have never heard about this 90 day thing before. Are you sure it is a not a fake one?
 
This happened on a phone I gave to a friend, on my own when I changed the Apple ID for the iTunes Store and on the one my brother gave to our mum.

Calling Apple should help, they can also remove the serial number from the pre-owner's support profile.
 
It's a real - and annoying - restriction to try to prevent people from having multiple iTunes accounts.

It doesn't prevent people from having multiple iTunes accounts. I have two accounts and I can switch between them on a single iPad as often as I want. What this restriction does is complicate the process of selling or gifting my iPad to another user. If I try to pass on my iPad to another user within 90 days of associating the iPad with an iTunes account, then the new user can't associate the iPad with their own iTunes account. I don't understand the purpose of this restriction. All I can see it doing is inconveniencing people who buy or is given used iPads associated with an iTunes account.

I perhaps didn't explain it as fully as I could have. It seems to only restrict me when pre-orders and previous purchases are involved. For example, if I download a previously-purchased song using "account A", then I get the 90-day warning and am then unable to download previous purchases using "account B". I have two computers so it's not the end of the world, but it's a frustrating restriction when I run into it.

This. I cannot download a movie on my device under one account and then switch accounts and download a song. I have two accounts with movies and music on both, so its extremely annoying that I have to wait 90 days if I don't do it via my computers.

Hmmm. Well I hardly ever buy songs and movies from iTunes, so maybe that's why I haven't run into this restriction. For apps, this restriction doesn't seem to exist.
