I've been an Apple customer for many years but never seen this before...

I upgraded my wife's iPhone from 6 plus to 7 plus over the weekend using iTunes backup/restore, Apple ID works fine with regards to iMessage/iCloud etc, however, she cannot sign into the App Store, it just wont work not matter what i have tried, including wiping device, even went back to her old device and the problem is there too! Its as though the App Store profile within her Apple ID is corrupt? Any thoughts appreciated...
