I am curious if resetting your Apple ID password process has changed recently. I have a friend who used @hotmail as her ID and needed to buy more iCloud storage. I recommended she create an @icloud ID for this purpose as she wanted a new email anyway. She has been using her new @icloud for many months through her iPhone. She finally wanted to switch the main IDs on her iPhone and couldn't remember her password for the new @icloud. So I helped her by going to www.appleid.apple.com and forgot password to start the process. Entered her @icloud email and it prompted for her number, so we entered that. Next screen says Apple with text with a response in 24 hours. They didn't text, but I checked the status after 24 hours and now it states she must wait 13 days for a text message to reset her password. She has TFA on and filled out the 3 security questions during the initial account creation.

So… why did Apple not allow her to sign into their forgot website, answer the questions and then proceed with a password reset?

She did NOT need her account recovered, but Apple instantly started this process.
