Please move post if necessary.

I have a user with a MacBook Air running Catalina. The computer is a district owned computer and not his personal computer.

The user is the "admin" to the computer. The user is using his own Apple ID and already signed in to it. However, in System Preferences under Apple ID there is a red dot. The icon is greyed out. Just below that is "Updates Apple ID Settings" and if he clicks on "Details" then this appears "Some account services will not be available....." then Continue and then this message appears "You can't open Apple ID preference pane because your administrator has not given you access to it".

If the user is already an Admin to the computer and has "admin" rights then why is it still greyed out?

How does this get fixed?
