your forum has so many sub categories I don't know where to ask this, tried search but found nothing.
My Dad got a new Ipad and it worked (apple id log in) until updating the OS now it won't allow him to log into his apple id.. He tried to change PW but still no joy.

First of all, you can use an iPad without logging in or you can log in later and restore your backup to your new iPad. I use a separate Apple ID for purchases (and my developer ID) and backups. My backups password is long and complicated because I rarely have to enter it. My purchase password is shorter because I have to enter it more often and there was a time before TouchID for purchases I had to enter it almost daily. This is something you can call AppleCare about. Since you said "New iPad, I assume he got it from Apple but even if he got it from a reseller, he gets free support for 90 days. 1-800-275-2273

Another thing to try is logging into iCloud.com using the login credentials he used on his iPad. There might even be a way to reset password on the site. The login name is whatever email is associated with your iCloud account. We are talking Apple here and a trivial little thing like an OS update should not affect your ability to log in and Apple actually wants to interact with its customers so it isn't a huge pain to chat online or talk to someone on the phone when you are having a problem. Normally when people post on here about a problem I offer them suggestions to diagnose it but since you are unable to log in, this seems more like something for Apple to help you with.

They can do a password reset for him if he needs it.
 
Funny thing is I can use my Apple ID and log in fine to FaceTime etc. and can use his to get into iCloud and App Store but not into FaceTime or messages!
We've reset wifi as well no joy.
