Perusing the system settings on my new Mac mini I see an item called Apple Intelligence Report set to 15 minutes. There is an option to turn it off. Why would this need to be on at all, what exactly is it's purpose?

Yes, you can turn it off. You'll just lose the ability to audit the requests your iPhone has sent to Private Cloud Compute in the last 15 minutes (or 7 days).
So if you ever do something with Apple Intelligence and then wonder if any (or what) information was sent to Private Cloud Compute, you wouldn't be able to find out if it is/was off.

That's fine, but "Private Cloud Compute" has nothing to do with iCloud; nor does it matter if you're using iCloud or not.
Private Cloud Compute is essentially Apple servers that handle more complex AI request that can't be completed locally on your device. For more complex requests, information related to the request is sent to Apple's servers for AI processing. This could be a photo, a chunk of an email, or some messages, etc. This log will show you what was sent in those instances.
Not nocessarily. I just checked my log, and it's only 59 bytes. It's empty because I haven't done any AI requests in the last 15 minutes.
I still don't see a need for it. I turned it off and I guess if it is ever needed I will get some kind of alert
