Looking at buying one locally for my wife for playing scrabble and a the odd movie. Can the IOS 7 that is shown on this be updated any further or is this the last available update. Reason for asking is to be able to some of the updated apps I want to download.

The iPad Mini 2 can run the latest version of iOS. In fact, all iPads can except the very first model from 2010.

The iPad Mini 2 can be updated to the latest version of iOS (currently 9.3.1), and most likely can be updated to iOS 10 when it is released.

The Mini 2 can be upgraded to ios 11.2.6 but it won't be very fast anymore.
