Deceitful promotions from retailers are nothing new, they're practically required to join the club. Apple isn't deceiving anybody here, but you would almost certainly be better off waiting for a Black Friday or other such promotion and paying tax rather than paying full price from Apple during your state's tax holiday. I'm waiting for an M3 anyway so I won't be participating.

Don't worry, "tax breaks" are a zero-sum game. Someone, likely you, are covering 100% of the costs of these "breaks". They are merely a gift to retailers: retailers don't need to give discounts to drive a high volume of sales for a day or two. Actually the way apple prices the "free gift card" it may be. They deduct $150 from your computer price and then "charge" you $150 for a gift card. So the total is actually $1580 but breaks down on the receipt as $1430 computer and $150 gift card (gift cards are never charged tax).With the education price it should be under the limit, yeah?
