Apple Mail drag and drop or re-order attachments not working

Upgraded to El Capitan and no longer can drag and drop attachments once added to a draft email in Apple Mail. Used to be able to add attachments to an email and re-order after. No longer can I select the attachment within an email.

Any suggestions?
