Apple Mail Offline Mode Dead?

Has anyone gotten Mac Mail offline mode to work with El Capitan? It's broken on my machine: I set it to offline mode and it comes back on live anytime I read a message, hit reply, or basically do anything. grrrrr.

Any hints?
