A few weeks ago I ripped a few CDs to my M1 MacBook Air and I connected my iPhone 12 mini with a lightning cable to my Mac to sync the new songs. Later when listening to my music on the iPhone I discovered that I was missing a lot of my playlists so I tried to sync again, and after it didn't help I synced the iPhone again. Finally I found the issue. The Apple Music app has emptied all my playlists except the smart playlists.

Since I do Time Machine backups I would try to find an old version of the library and restore it. What file should I restore and where can I locate it? And is this a logical way to solve the issue?

My worst nightmare. I've come back from the abyss several times doing this:

Go into Music folder under your Home folder and make a copy of Music Library. Then find the Music Library you know had the playlists and restore it from Time Machine. When finished, open the Music application and check if the playlists are there and if the album art is correct. If the album art is wrong, restore the files in ~/Library/Containers/com.apple.APMArtworkAgent/Data/Documents
For whatever reason Apple no longer stores the album art with albums and songs.
