On my iPhone to add/remove/reorder a song on any playlist, be it iCloud-based or not, I tap 'edit' on the upper right corner, add my songs, and tap 'done'.

On my Mac, no such option exists. I tried to drag them to the Playlist and it tells me I have to remove it from the cloud to edit it which, of course, removes it from every device which I do NOT want!

Why can I edit playlists on an iPhone but not a Mac? Seems quite backwards to need the iPhone when I got a perfectly good MacBook Pro right here!
 
If true, this strikes me as more than a simple error on Apple's part.
Sounds like they are deprecating music on desktop computers.
If not resolved quickly, users will need to come up with an appropriate response. Mitigation or migration. I'm not willing to wait till 2021 to decide.

They also removed the ability to manage ringtones on the connected iPhone as well. I had to use a third party app to add ringtones to my iPhone. Either they're hiding it under some nested menu I've yet to find, or they have axed it.
