Apple Music changes not being reflected immediately

Hi guys I know for a fact this was working on iTunes 12.2

but if I added a song on my iPhone, almost immediately the song would appear most immediately in 12.2

and if I deleted as song again almost immediately it would be affected in 12.2

now with 12.3 and I clean installed El Capitan,

I add a song on my iPhone and it doesn't appear on iTunes 12.3 until I close iTunes and re-open it and then after it connects to the cloud, it updates accordingly.

If I "rent" a song on iTunes it reflects immediately on the phone though.

Is anyone else having this issue?
