Apple Music Downloading All Song

I need some help and I've tried and looked pretty much everywhere. So I have my Apple Music library all set up with songs pre-Apple Music (ie, my own songs stored on my computer) and Apple Music songs (ie sitting in the cloud). For whatever reason, when I add a new Apple Music song to my library (but don't download it), my iPhone will automatically go out and download the song. This was happening on cellular until I disable automatic download via cellular. Now it does it only on Wifi? What is going on, any ideas why my phone wants to download every Apple Music song automatically?
