Apple Music playlist won't fully download

I tried to download the The A List: Pop playlist on Apple Music and it's just been stuck claiming it's downloading forever. When I first pressed download it only downloaded about 8 random songs of the 50, a majority of which are already on my device. Then, it just sits like this forever with none of them actually in queue to download

I've already tried starting the download again, toggling airplane mode, hard rebooting, turning off/on iCloud Library and having to download ALL my music again... Nothing seems to make it actually work.

Any suggestions?
