Universal Apple News App

Can anyone advise if the New "News app" is available for all devices and if so how do I get it?

In theory you should search the app store for "news" and it will be the first option in the results. In iOS 9.0.0 and 9.0.1 I couldn't find it. In 9.0.2 I see the result in the app store, but when I select it, I get a "page not found error". I'm in South Africa so I'm wondering if it currently has geographical restrictions attached ie. US and Canada only, UK and Europe to follow, with the rest of the world trailing by a few updates of the iOS.
