Apple News Plus Not Automatically Downloading

While it works fine on my iPhone, Apple News Plus on my iPad is not automatically downloading new issues of magazines. Of course I could always download the magazines manually, but my understanding is that then there is no way to delete them. (Whereas auto downloads delete automatically after 30 days.)

Any ideas? I don't see any setting that would apply to this.
