Got it on my 7 Plus - iOS 11. Redeemed on a 5S and downloaded on my 7 Plus from the purchased tab. Easy peazy!

It's not in the App Store, it is in the Apple Store - that is an app you download from the App Store. Scroll down in it and you'll see the pane.

I don't know, I only have a Dutch and an U.S. account, you can make a new account in another country, but it's a bit tricky, maybe invest some time researching.
