Apple Online pre-order not available for New line on existing account?

I am trying to pre-order iPhone 4 by adding a new line to my existing account.
When I select 'Add a new line to my existing account' under 'Existing' and press enter, I am getting a message - Visit the Apple Retail Store to add a line.

Is apple not allowing to pre-order for adding a line?
