What’s the reason to use this over my bank app?
Seems like you answered your own inquiry:
I bank with Capital One and can send anyone money via their iOS app (or via the web). It gets sent directly to their bank account. I just don’t see the need for this.
Everything apple produces is not necessarily needed/wanted by all.

We will have to agree to disagree on that first point because I see a similar environment to the current one when updates happen.

So, say they slowly roll it out. MacRumors is coincidentally a part of that slow rollout, they write their article, and we are here in the same situation. Except without the toggle. So now people are complaining they don't even have a toggle. And people don't even know where to go to see if they have an option or if it's available yet. At least at this point they know where to go to see if it's available. How would that customer experience be any better or different?

It's better because it's not a failure/error, and it puts Apple in control over how much the load goes up, which means it dramatically reduces the likelihood of failure for those who DO have it enabled.

And if MacRumors had THEIR **** together in your scenario, they'd have tried it on multiple devices and noticed that the toggle is being slowly rolled out and worded their article that way. MacRumors readers would have their expectations properly set and there would be less vitriol.

The toggle initially showed up on my iPhone but, when I tried to enable it, I received an error messsage after about 60 seconds that Apple Pay services are currently unavailable. Now the toggle doesn’t even show in my settings. Someone at Apple will be getting a lump of coal in their Christmas bonus envelope this year.

Edit: Cash finally showed up on my iPad late last night right before bed. To get it to work though I had to delete a credit card to make room for the new Apple card. So that begs yet another question, why are we still limited to a combination of just 8 credit and debit cards? I have 3 debit cards without including the Apple card, leaving room for only 4 credit cards. 8 total isn’t enough. The limit needs to be doubled, if there is to be a limit at all.

The only exception is Square Cash, but unfortunately nobody I know uses it. Square Cash doesn't keep your money in an account, and just transfers directly into your bank every time.

Square Cash actually lets you choose if you want money to go directly to your bank account or keep it in your Cash account. And they have a virtual card that you can add to Apple Pay to make purchases with. And their virtual card is a Visa, which already has more acceptance than Apple's being a Discover card.

Well, after trying all morning, now the toggle has disappeared.

Meanwhile, MacRumors has not updated the article to say how badly this is failing.

Fair enough. If the slow rollout is a possibility, that would reduce the likelihood of a failure like you said.

Maybe I just don't get all the rage about it not being available immediately. I love getting Apple stuff quickly as much as the next guy (got the X, 7+, 6, Apple Watch on day 1), but for some reason with software stuff, my expectations are that it won't be available right away for everyone. You mentioned MacRumors could set those for some if they noticed it wasn't available for all, but I guess I'm just programmed to have those kind of expectations regardless when it comes to software.

Good chat, though. Thanks for the back and forth.

Might those caterwauling about Apple Pay Cash not being available yet consider that MacRumors may have jumped the gun or that the service is being rolled out slowly across the multitude of servers involved. Just because this website says it’s available doesn't mean it actually is you know.

I’m amazed at how many people want to give their money away here! Or are most of you all hoping to be on the receiving end? Except in very rare cases I wouldn’t choose to send someone money via any of the electronic or pre-paid card means. Why throw away money? If I was desperate to give someone money I’d just hand over cash for free with no middle-men.

How is paying someone you know money you owe them more easily "throwing money away?" And since in most cases this costs nothing, how is handing over cash better and more convenient unless you happen to have the exact amount you owe?

Apple could have managed the roll-out far, far better. People complaining that the toggle hasn't shown up yet are far more likely to conclude that MacRumors jumped the gun than would be the case with an error message.

MacRumors could ALSO have either tried it more than once before posting or could edit the article after posting it to acknowledge the slow and/or problematic roll-out.
