Apple Pay exclamation point

i forgot my wallet and lunchtime I went to panera hoping that I can get a lunch.. But oh boy.. It's giving me exclamation point. I tried my both finger but no luck.

I went to McDonald's and still my **********ing iPhone 9.0.2 jail broken failed me..

Good thing I have android pay backup..

What seems to be the problem?!!
