My credit card was recently compromised so I was sent a new one. The old card was in my Apple pay and was automatically removed by Citi.

I got my new card and I get an error every time I try to add it to Apple pay. I have successfully added it to my iTunes account and have used my card without any issues in store. I called Citi and they tell me that it isn't a problem on their side.

Anyone experience this? I read that there were issues when Apple pay first came out where the card wasn't filly removed from the secure enclave resulting in the inability to re-add a card. The only solution then was to get your phone replaced. Any suggestions?

You shouldn't need to get your phone replaced. Its not that bad.
How long has it been since you got the card? Try making a contactless payment using the card first, or just try waiting it out. It will take some time for your card to be fully activated for all the services available to you - then add to Apple Pay again.

Have you got an Apple Watch? Try adding the card to Apple Pay for your Watch if you have one and see if it works on there.

Last resort should only be a restore - not a phone replacement.

Your bank should have added the new card without your having to do anything. That's how it always works on mine. Whether a card is compromised and replaced, or expired and replaced, the bank is supposed to take care of it.
