did a clean install of iOS 9 on my iPhone 6. Ever since I can't get Apple Pay to work. My cards are there and but I go to pay I get 'Touch ID or passcode required to pay'.
Everything works fine on my watch, so I don't understand what to do. Even tried deleting and adding back all my cards. No change

I know this is probably a dumb reply but have you actually scanned your thumb on the Touch ID sensor?

I actually have both thumbs scanned. Thats why I can't figure it out, I can easily unlock my iPhone using touch ID
 
Literally had the issue happen to me an hour ago at both Whole Foods and McDonalds. My 6S detected the pay terminal but everytime I try to authenticate in wallet with Touch ID it fills in 90% of the way and then states that "Touch ID or passcode required to pay." Thought this was only me because I only found a single thread on iMore and Apple Support forums about it.

I have a 6S 128GB on 9.0.1, set up as new, have an alphanumeric passcode and Touch ID enabled, have Wallet enabled under Touch ID and passcode settings, restrictions are on only for Apple Music Connect.
 
Mine is a 6 that worked fine until I upgraded to 9.0, I'm going to try and call my bank but the app shows 'card ready for use'

Perhaps reconfiguring TouchID would be productive too. My 6 works with Apple Pay just fine after upgrade to both 9.0 and 9.0.1; I don't think this is a widespread problem.
 
I had this exact problem after restoring a 6s yesterday. I fixed it by simply removing the cards and re-adding them in Wallet. Have tested all cards now and they’re back up and running.

I’ve restored a load of times recently due to buying a 6s Plus and returning it, then having iCloud issues. I’ve had to re-add my cards every time for a number of reasons. Doesn’t take long at all, luckily.

Just a tip on this – wait for the email/text from your bank to say they’ve ‘cancelled your card on Apple Pay’ before you go ahead and add it again.

Did you try removing then readding the card? You also may need to reverify with the bank after you readd the card.

I'll try that. I might have added the back too quickly
 
I removed my two cards and received the emails saying they're removed. I am going to wait a few more hours before putting them back on and will test at Subway today.
 
Just a quick update - I readded my Discover card and was required to call in and verify over the phone. Interesting setup this time around. Hopefully it works....
 
Gonna hit up Subway in 3 hours and will promise to post back. I found this link and will try to reset all settings if this doesn't work.

I also set up a Genius Bar appointment for the earliest available time - Friday, Oct 2 @ 5:40 pm PST. That's as good as I'll get.

Good to see other people having the same issue. Hopefully you get some success! Reset all settings is weird, considering I set up as new but crazier things have happened. I posted this on reddit/r/Apple as well. I am going to the Apple Store tomorrow to test it myself.

Ha! Nothing worse than trying to use new tech and failing in front of an audience is there?

One of the few benefits of being in London - pretty much every single shop uses NFC, so I can pick a quiet one-off shop for tests ;)

Apple Pay was successful today at Subway! :D Bought a cookie to test it out so I wouldn't waste anyone's time and got excited, so I used my $6 any footlong coupon on a philly cheesesteak sandwich. Apple Pay for this was also successful. Topped my lunch off right with another free cookie via the 1 min survey on my receipt. ;)

So all-in-all, the solution is to remove the cards, wait a decent amount of time (for me, ~1 hour), then readding one at a time. No need to add manually, I let the phone camera grab the 16 numbers. I'm going to add my debit card next and go for a Trader Joes run tonight!

Successful for me too at my stores vending machines! It was literally just a matter of waiting to remove and readd the card...

Also tested my phone at the Apple Store using the Apple Pay demo app they had on the store devices and worked fine with all 3 of my cards!

I'm glad I'm not the only one using ApplePay at vending machines!! :)

I don't even know where to find these vending machines! Is there a website or app to help me locate them in my area?
