Apple Pay not working on NFC devices

Has anyone had Apple Pay stop working at NFC devices like those at supermarkets and drugstores?

I never had problems before on an iPhone 6S and IPhone 7. Then my screen broke and they gave me a new 7. I can't remember if it ever worked on that device or not. When I first encountered the problem I was on 10.0.2 and 10.0.3 didn't fix it.

Apple Pay itself works fine online it's just on physical devices where the wallet doesn't come up and if I click into it it doesn't recognize an NFC device being close.

I should probably just take it to the Apple Store but wondering if anyone has encountered this problem.
 
I had issues with mine sporadically working. Somehow, 2 things changed...the toggle switch to turn apple pay on in settings was now off. When I turned it back on, I had to reverify my card with my bank. I had actually tried to pay for apple care IN the Apple Store and Apple Pay would come up about one time in 10. The Apple Store employee looked at the phone. We verified apple pay was on (and it was at that time). Verified that tap twice to activate was on. etc. Everything was right at the time. Since I reverified the credit card, it's worked flawlessly for me. No idea why I had to verify twice, why it all looked fine but wasn't. Anyhow, hope it helps you some. If not, you're not the only one experiencing this.

How do you turn Apple Pay off? I don't see a toggle to do that. Or are you saying you removed your card/s and readded?
