If you still enter the PIN, what's the point? FaceID/TouchID authentication not enough?

From that purely technical standpoint (and as Apple's text above indicates) "Apple Pay" involves the provisioning of payment cards into your Wallet, and the use of those provisioned cards to make payments. There are Apple-Pay-specific services and mechanisms that kick when you do those things; however, the act of simply showing the card doesn't involve those... it's absolutely no different from any other (NFC-enabled) PassKit pass.
I despise cash. I will use Apple Pay or a debit card for a $.50 purchase.

I have to assume that there may be a regulatory requirement that Chase must abide by. You are just substituting Apple's Wallet in place of the ATM card itself. In addition, you can do a lot more than just withdrawal cash - you can use any ATM function this way.

The ATMs at the BofA branches in my town were recently upgraded to include contactless readers. I was aware that you could access your debit card in the Wallet app to activate the ATM, but the machines didn't have the capability. Now they do, and it works great. Once you're in, just type in your PIN and then access the full suite of services that the ATM provides (withdrawals, transfers, make payments, etc.)
I just excoriated one of my wife's 20-something students who doesn't carry cash either. We were on a trip, and she could not tip the valet parker or the bell-boys at the hotel. I can assure you, those folks do not take credit cards or Apple Pay.
IMHO, it's still important to carry some cash with you at all times.

The purpose is so that your debit card isn’t exposed as you retrieve money.Whats the use of this if you still need your PIN!
Yeah, got it, otherwise a thief can point the phone at your face and withdraw money, I have no need for this, I rarely get cash from an ATM and have my cards with me inside a pocket in the iPhone's case so there's that.
And if I tap my case against the POS it will also work, less work than ApplePay, and here in Europe there's no security risk, if there's fraud we won't have to bear the costs, no money lost.
The advantage is that you don't have to carry or babysit a card anymore. Your instructions are a bit biased towards the card though--I'd argue that carrying/retrieving a card that is located in a wallet that is possibly located in a bag has at least as many steps as using your iPhone.
My instructions for card use would look like this:
1) Take out bag to retrieve wallet
2) Remove card from wallet
3) Slide card into slot in ATM
4) Enter PIN
5) Conduct transaction
6) Remove card from slot in ATM
7) Replace card in wallet
8) Replace wallet in bag
And for anyone that uses an Apple Watch and has their Chase card set as the default payment, it's literally as easy as pressing the watch's side button twice and holding it to the pad. This is how I do all of my ApplePay transactions--there's no way it's easier to use a card.
Not to be the the guy that spoils the party but that procedure seems more troublesome than using an regular card.
OK, it is nice for when you just want to carry the phone and need some change but I don't think it is a useful everyday solution.
And yet, my Chase Business card still doesn't support apple pay.
I Keep my wallet in one pocket, the phone in other, both procedures are the same. Removing the wallet or removing the phone. Or the opposite in the end.
