Sorry, trying to understand this. So you're saying if I have a Japanese unlocked iPhone 7, I do a factory reset on it and activate it with a foreign SIM, then change the SIM to my regular Japanese SIM, I could bypass the photo shutter?
No. It only works if the first SIM card used to activate the phone is non-Japanese.
 
I bought a new Suica card w/ a load of ¥1000 and transferred it to my phone. Surprisingly after a minute they refunded me a ¥500 for the card. which means I don't have to deal with returning the card at JR stations and keep it as a souvenir :)

Hmm weird this didn't work for me. I have a Philippines sim card to activate, I even chose PH as the region and still have the shutter sound
