See https://forums.macrumors.com/threads/1812628/ Keep it mind though it'll need to get relatively close to the terminal in order for NFC to work normally.

If it worked the first few times, then stopped working entirely, that's strongly indicative of a hardware malfunction. Get it swapped out.

Get it swapped out. Click to expand... It sees the terminal and passbook opens, it just can't finish the transaction. It happened at a grocery store and then taco cabana tonight. The lights were green. Ill try it one more time at a mcdonalds or something before making the 30 minute trip to apple.

Are you having the problem with one terminal in particular, one company in particular, or what? It could be a problem with the store's hardware and not your phone. A little better understanding of where the problem is may help you get an answer.
