Apple Pay... Syncs between iPhone and iPad?

Just got my Air 2 and was noticing that none of my cards are showing up in my passbook apple pay settings. Anybody know if I have to add them separately again on my iPad or will they sync to my iPad because they are linked to my iCloud account? Kinda confused

Apple Pay cards are bound to the device. They do not sync to other devices.
