So I decided to update to iOS & I did a clean install of 15.1 using DFU mode on my iPhone 12. Set up phone as new etc etc...

Now I noticed after adding my payment cards to Apple Wallet (debit and credit) that even though the payment goes through, I do not receive a notification anymore like I used to in iOS 14.x. Also the transaction is nowhere to be found in the transaction history when checking card details in Wallet - it's just an empty screen without any transactions.

I removed the cards, removed all my old device registrations from my banking app and reset my phone again through Settings (it wasn't fully setup yet anyway). I started from scratch again: installing bank app, adding cards etc... Went to the grocery store: paid with Apple Pay -> payment was successful but again no notification and no transaction in my history while this was instant on iOS 14.8.

Wallet Notification settings are fine since I got a notification after adding the cards that they were successfully added to the Wallet.

Anyone else with this issue? Don't really know what to do with this. My bank says they can't help me since the actual payment goes through and they point at Apple for it being a bug. Going to get in touch with Apple I guess and see if I can get a scheduled call to have someone look into this...

After a call with Apple Support and escalation to engineering, they fixed it. No clue what they did but works again now.

I currently have the same issue, but only seeing it with my Apple Card. I'm in the middle of an escalation to engineering also. The support person stated it might have been linked to not being able to accept new iCloud Terms & Conditions. We tried several things, but could never get that pop-up, to...pop-up. :) I'm hoping they can do something behind the scenes like they did for you.

***Just now installing iOS 15.1.1. Maybe this includes a fix?!***
