When I use my Apple Pencil as a stylus, I can swipe up diagonally from bottom left and bottom right to take a screenshot and take a quick note, respectively, but I cannot swipe up for thumbnails of running apps or down from upper right for Command Center. Is this a limitation of the Apple Pencil or a settings issue?
 
You are correct, opening the control panel (upper right side swipe) and entering the app switcher (lower center panel swipe) are not actions at this time supported by either Apple Pencil Gen 1 or Gen 2.

There is a workaround for this ..you can set up assistive touch and it will put a home button icon on the bottom( u can move it,and adjust the opacity dimness) and you can set up 3 tapping gestures. For mine I use it to tap for the app switcher, and also control center.. This elimates you ever having to use your finger while using the pencil.
Just go to settings-accessibility- assistive touch hope this helps ????

Thank you for this suggestion, I will definitely give it a try.

Update: Works great. I configured it for two taps for app switcher and long press for control center. Gives me exactly what I was looking for.

I am experiencing something unexpected since configuring assistive touch. Now every time i double tap to wake up my iPad, it takes me to the running Notes app. I’m not sure if this is by design or if i’ve accidentally mis-configured something to cause this action. Anyway, it is easy to use assistive touch to get around this and get to the home page. It just takes an extra tap … or two.

i think from the home screen your only able to open up the notes app for the quick note function. you can tap anywhere on lock screen and it will launch the quick notes... that works with or without the assistive touch if I'm not mistaken

That makes sense. Perhaps this will motivate me to take more notes.
