iPad Pro Apple Pencil compatibility

Whats the verdict on whether or not the apple pencil will be compatible with iOS devices which aren't the iPad Pro?

Maybe the rumored iPad Air 3 will be compatible?

And perhaps that's why they're holding the Air 3 back? Get high-dollar sales of iPad pro in the bag, and only then sell the cheaper model?
