If your old SE is updated to the latest version of iOS (currently 13.4.1) then you'll have to update your new SE before you can do the transfer.So I'm moving from the old SE to the new SE tomorrow. Should I update the OS before or after transferring my data across?
Possibly. It’s also possible that 13.4.1 wasn’t ready by the time they had these phones packaged up.
This is odd. Usually newly released Apple devices ship with the latest update already installed. I'm guessing this day one patch is due to the delayed iPhone SE release?

I personally haven't experienced any issues that would cause me to not install any updates, especially those for critical security patches. I am NOT doing any updates for any of my Apple Devices until this Pandemic subsides. Way too many updates in the past have created issues and now would be the worst time for problems. My MacBook Pro, iPad Pro, iPhone etc work fine as is so no need for new bells and whistles at the moment.

Hopefully Apple will shortly release ios 13.4.5 across the board, some critical fixes are included.

Apple today released the iOS 13.4.1 update for iPhone SE owners, suggesting iPhone SE models arriving to customers tomorrow will have iOS 13.4 installed and will need a day-one software update.

iOS 13.4.1 was released for other iPhones on April 7 to address an issue that prevented devices running iOS 13.4 from participating in FaceTime calls with devices running iOS 9.3.6 and earlier or OS X El Capitan 10.11.6 and earlier.
