Apple today released iOS 16.5.1 and iPadOS 16.5.1, minor updates to the iOS 16 and iPadOS 16 operating system updates that came out last September. iOS 16.5.1 comes over a month after Apple released iOS 16.5.

‌‌iOS 16‌‌‌.5.1 and iPadOS 16.5.1 can be downloaded on eligible iPhones and iPads over-the-air by going to Settings > General > Software Update. It can take a few minutes for the updates to propagate to all users because of demand.

According to Apple's notes for the update, the update includes important security fixes and is recommended for all users. It also addresses a bug that could prevent charging with the Lightning to USB 3 Camera Adapter. Reports in May suggested that the Camera Adapter was not working with iPhones and iPads that had been updating to the iOS 16.5 and iPadOS 16.5 updates, with the adapter failing to power connected devices.

Apple has also released an iOS 15.7.7 security update for iPhone users who are unable to upgrade to the iOS 16 operating system.

If they rushed out fixes without doing adequate testing, would that not be worse?

Apple can't catch a break these days. Nobody is every happy. 🙄
True. However, I wouldn't think fixing that one bug, which really affected workflow for some folks, would take that long. They can issue a dot version update just to tackle that one bug and then later on, another dot version update to tackle the other issues.
 
My iPhone 8 is running iOS 16.5
What's the problem?

Not OP but in similar position with an iPad that I don’t want to be on 16. 16 offers me nothing and is a downgrade due to the now ad-filled TV app. Seeing them side by side in real time on two iPads, one running 15 one running 16, it’s clear as day.

The watch now page on 15 actually makes it clear what I was watching, with some ads for TV+. On 16 it’s a giant ad for tv+ in your face all the time and what I was actually watching is a tiny row sandwiched between that and more, bigger ads.

And honestly I can see why someone would not want to put 16 on their iPhone 8. Again, very few features and is inevitably going to slow down a device that old. The lock screen stuff noticeably made waking my 13 Pro laggier. I can’t imagine what it would do to an iPhone 8. They are still patching 15 so why not let people that want them have critical security patches that they have already made?
