I doubt the Safari issue will be fixed in this build. It was only known to Apple today. Anyway, I'm on iOS 9.3 and I cannot update to this new build. (I've also had no issues regarding this Safari issue.)

The major bug was known to Apple two days ago; they should have fixed it within 24 hours.

7 betas. 7 betas in and this version is still leaking with problems...

Beta releases only fix problem if Apple listens and has people allocated to fix problems. However, marketing has set a schedule for WWDC and no problem, no matter how large or small will get in the way of the next marketing release. Its all about the 20 second release sound bite. No one cares about anything more.

Why haven’t you switched platforms yet? You’ve been on the rag about Apple forever it seems. Why keep using a platform you despise from a company whose CEO you despise?

Can you tell me what parts of the code went wrong and needed to be fixed? Specific lines with solutions would be nice.
If you can't give us all some detailed technical information about this bug based on knowledge and experience, you have no business attempting to dictate how long a fix should take. No wonder you dislike Apple- you expect them to just snap their fingers and make everything happen.

I don't think that's entirely fair. Why should it be fixed within 24 hours? Yes, there's an issue and Apple are working on a fix. At least they are working on it, if you were on Android, you'd be waiting months...

my wife's iPhone 6 (which I upgraded to 9.3 last week with 0 issues) woke up to this activation screen this morning. I had a feeling it was a new OTA to fix the 9.3 issues. Anyone have the issues on the iPhone 6? I was surprised her phone got the update.
 
Older devices include iPad 2, iPad mini, iPad mini, iPad 3, iPad 4, iPad Air, iPad mini 2, iPhone 4s, iPhone 5, iPhone 5c, iPhone 5s, iPod touch 5G.

If you are not using one of the above listed devices, you will not see this iOS 9.3 update. It's only for devices with the Activation Lock bug.

see above post. My wife woke up to screen shown in the OP... on an iPhone 6. Would it have gone to iPhone 6 as well?
 
I still don't understand how people forget their passwords so friggin often...
Since we are in a paranoid society where some websites even ask you to update your password every 6 months, we are inundated with passwords.
Some require 7 , some 8 digits and an unusual character like #, @ etc.
Now, the point of a password is that it's not easily accessible, so one shouldn't write them down.

Some websites I visit once a year, which then force you to come up with another password.

Even Apple doesn't let you use the same password over and over again after a reset.

If you do a lot of online payments, shopping etc. you can easily end up with at 10 plus passwords.

I'm trying to help a friend who's iPad 2 is stuck with the iCloud login. He doesn't remember any of his information. Reason? I have no clue. And when I mean his information I'm talking about the email he used to send his password or his two verification questions. Is there anyway I can still update his iPad to this new version? When I plug it into iTunes it's asking for his iCloud info with no iPad summary. BTW, I'm deployed in Afghanistan so the download will take about a day or two. So any info or help would be appreciated so I'm not wasting any time or bandwidth if it doesn't work. Thanks.

I think the only way is to do this is via the iCloud recovery tool on icloud.com 'Forgotten email or password' - If you don't know the recovery information you might have to give them a call.

Hmm, what about those devices on which iOS has already pre-downloaded 9.3? Does Apple have a way of refreshing the build remotely?

You can't seriously be expecting a fix in arbitrary "24 hours"! In good faith, I am sure you're just kidding.

It might also be worth emphasizing to obtain a password-manager which not only runs on the iPhone/iPad/etc. (iOS) device, but also has a version that runs on their computer (OS X, Windows) AND which syncs the passwords between the different devices. Some people complained that they couldn't access their password manager, because it's an app on the unavailable iOS device. Well, if you make sure you get a product, as just previously mentioned, that also runs on your computer, then you'll have all your passwords there too (assuming you synchronize/update them regularly).
