I think it's a shrewd move by Apple, getting out ahead of Google with an image format many in the web community really want. However JPEG XL was being viewed previously, it'll be supported on hundreds of millions devices this fall after Sonoma, iOS 17 and iPadOS ship.
And, even if developers have no interest in supporting it, their content delivery networks will be able to support it transparently (automatically delivering the appropriate format/quality image to Apple devices starting later this year).

How will this work? Can you elaborate? If a web browser requests e.g. picture.png, will CDNs not actually serve a png but a jxl and Safari 17 automatically supports it?

It’s a feature of the CDN that can be enabled if the developer wants to ensure the best performance of folks that visit their site (which most big companies do). Many developers already upload archive images and let the CDN handle the delivery. Since every browser already responds to the server what device they are (I’m an iPhone running iOS 17) the CDN ensures an appropriately compressed image is ready for them to download. Once iOS 17 is widely available, just another one of the many images that can be delivered to compatible devices.

The web browser only requests what the site calls for, the CDN just ensures the right html (which asks for the right set of images) is delivered to the right device(s).
