My MacBook Pro has been sitting like this for the last 7 minutes without the progress bar moving. Is this normal?

Edit: ended up powering it down and restarting. The update did not go through, but I might as well wait for Catalina now, as I have no issues with the previous macOS 10.14.6 (18G87) version.

This is the second supplemental update doe [sic] 10.14.6, that addresses assimilate [sic] sleep issue that was introduced in the original update.
It appears that Apple released a new 10.14.6 Combo Update today (Aug 26), so I’m guessing it incorporates today’s new Supplemental Update. The previous (Aug 1) 10.14.6 Combo and Supplemental Updates are no longer available from Apple’s web site.Going from an earlier versions, say 10.14.2 or whatever, would you install the 10.14.6 Combo, then the Aug 1 10.14.6 Supplemental Update and then this August 26 10.14.6 Supplemental Update? Or does this Supplemental Update also include the features in the earlier Supplemental Update?
I guess 'normal' is relative but it took over 15 minutes to install on my 2017 MBP after the download. I'll do the desktop when I get home.
This update:
- Fixes an issue that may degrade performance when working with very large files

Or get rid of the "10" in the beginning of each macOS, which they have kept for years for no reason despite huge upgrades that have significantly altered how we use their computers. I just don't understand their communication strategy here.
They also could have synced it with iOS's numbers, two years ago: having macOS 11 and iOS 11 released in the same year. But nope.
Sounds like this will fix the dreaded performance problem in VMware Fusion introduced in 10.14.6.
Very curious as to why Apple now hides when updates are available? I used to get a notification or at least the App Store had a red mark indicating an update was available.
The only way I knew is by reading this article. I found the update by clicking on about this Mac-would a new user even know to look there?
Apple needs to go back to basics and make the OS as easy as possible to use, not more difficult

My theory is they don’t send out notifications right away incase there is a bug in the update
