Anything meaningful or important ?

Or is the usual mini bug fix , I wonder if apple have say 1 maybe 2 people working on the Apple TV , it definitely feels neglected , sad as it has so much potential

My 2nd gen 4k Apple TV (2021) refused to update to 16.2. It gave me an update failed message every time despite resetting to factory settings, trying different WIFI and etc. I am hoping that instead of something being wrong with my Apple TV it was a conflict with 16.2. All of my other apple tv's updated to 16.2 without issue.

Yes, at least two of these three things are meaningful and important:
• Bluetooth accessory stability fixes
• Improved Dolby Atmos output
• New Apple Home Architecture re-release

I have no data on how many people use bluetooth accessories with the AppleTV device - but the Improved Atmos audio is meaningful and definitely the HomeKit bug-fixes are incredibly important. :)

I would not say the AppleTV device has been neglected exactly - to me their media activity is reall ramping up. I mean not only are they throwing significant money into exclusive content, they just bought the rights to MLS, and they tried hard for nearly a year to buy the rights to the NFL (but the NFL is stupid when it comes to what they want for the streaming rights).

The AppleTV device is an important part of that.

In addition they recently put HomeKit issues on their very short list of "lots broken - needs enterprise help" which is reserved only for the most important things in the company. The AppleTV device is a big part of the HomeKit strategy - so it's "in there".

I just think that the streaming devices themselves are not an area where there is a ton of change going on. It's all in the streaming services and content itself. The big things tend to happen behind the scenes, like adopting new HDR standards and stuff (although in the industry those have not even had much change in a while).

The streaming apps themselves however - that's a different story. I would Apple would place slightly more pressure on the companies to make sure they support things like the Siri/Home Screen search, or HDR & Audio standard support, external keyboard support, etc etc... But that's on the companies like Disney-HBO-ESPN-Hulu, Prime, Netflix, whatever.

"Apple today released tvOS 16.3"

No, they didn't.
A figurative "today", like "Kids today" or maybe when a movie caption reads "current day" (which always stands the test of time well, right?). Today is relative, on a geological scale Today everything that has ever happened to humankind has barely got us to our morning coffee...

I know this is a little thing but I liked it better when the shows on the Watch Now screen stayed at or near the bottom. Now as soon as I click on one they all move to the very top. Think that happened in the last update. Haven't loaded this on yet.

I find this annoying also. I don’t know where it came from, but it’s not Apple, they copied someone else, this “snap to” thing with all of their OS‘s…Apple Music is terrible with this, I lift my finger when scrolling and it keeps going until it snaps into the place someone thinks I want, but, I don’t, I want it to stop where I lifted my finger. Period. I don’t want the shows suddenly move to the top. I don’t like it when I go to press something and just right at the time I press it moves because it was loading something else…so annoying!
