If the reciept says 1/8/20, does that include the 8th or must it be before?

Whenever I've returned an Apple item on the date shown on the receipt, they always have had to get a manager to override and approve. I've never had a manager deny the return, but now I always return (or initiate the online return) the day before the return date.
 
The wording for returns is "by" a certain date.

"By" means before. Technically if you returned it at 12:01 AM on the "by" date, it would be late.
 
I returned an iPhone yesterday and they still had to get manager approval. The girl was rather rude when I pointed out the return date online.
 
Typically you have till end of business day on the 8th to return an item at the apple store. If it's Apple.com, Online orders have till 11:59 pm on 1/8/20 to push the return button to initiate it. Once you initiate the return button and get the return label, you have 14 days from the 8th to send it back to the warehouse. So as long as Apple receive it before 1/24/20 you are fine.

Edit: miscalculations, actually it's 1/22/20.

In Sydney, returning the item on the date written on the receipt is still ok. I did some returns on the last date and they did not ask anything about that.

can you initiate the return on the 8th and then backout on the 24th if you decide to keep?

Probably because you out-smarted her. A lot of times with Apple, they like to think they have the jump on the customer when it comes to ‘knowing’ everything, the fact that you actually indicated the return date says it all.

Side-note:

Don’t ever hesitate to give the store manager feedback if you deal with a rude employee. They can’t improve unless they know where their faults are, especially with someone that gives snark to a customer trying to clear any confusion.
