Apple says not eligible for Next

I'm trying to set up everything using the apple app to order. however it tells me i an not currently eligible for AT&T Next.

This is strange, because AT&T's site says otherwise. I tried to call apple and see, because I don't want to waste time tonight.

Anyone else have this issue?
