Wanting to update a beta when OTA doesn’t work sounds like you’re living your life at hardcore difficulty level. Yeah, you might be able to do it, but you also risk screwing things up. Just make some space.

I hoped that iOS 14.3 fixed that, but it didn't. It sounds like iOS 14.4 hasn't fixed that either, at least not so far. Hopefully an update in the near future will do it.

Hard to say. It might not be something that many really notice that much or bring up. I have seen one or two other posters bring it up in some release discussions.
