Apple today released the fourth beta of macOS Ventura 13.4 to developers, and it appears that there are some issues with content filtering apps like Little Snitch, Radio Silence, and others.
After installing the beta, some users on the MacRumors forums and on Twitter had problems with network connectivity, and managed to narrow it down to interference with firewall apps. MacRumors reader Grant, for example, saw his network cycling on and off repeatedly until he uninstalled Little Snitch.

Have discovered that Falcon CloudStrike is not playing nice with the latest update. When the sensor is on (Content filter) I will lose network connection. Turning it off, re-establishes the network. Seems they have changed something in the network handling that will impact security filters ...
What seems to work though is to disable Falcon and then after a while re-enable it and then it seems connection stays up. But it will need more testing ...
Same thing here. This issue did not exist with previous seeds. Hopefully Apple will address this.
 
Just a heads up I had to completely uninstall Little Snitch after upgrading to this beta from 13.3 final release. My network kept cycling off and on repeatedly. Even after uninstalling it, I had to go to Settings > Network > VPN > Remove Little Snitch from Content Filters
Argh - that's what was causing the issue......

Apparently Tripmode doesn't work, and also Cisco VPN, so it's a pretty major issue. I initially thought that it was LS that needs to update, but now im wondering if apple has broken something unintentionally.

same problem here:
terminal:
systemextensionsctl list
sudo systemextensionsctl uninstall "bundleID" "name"

something interacts or jams the network extensions: little snitch, adguard, Lulu, murus and Vallum are jamming internet connection ! Adguard can be used with proxy network extension..

apple update :(

quick solution

- go to the os recovery
csrutil disable
reboot

- normal boot
go to terminal:
systemextensionsctl list
sudo systemextensionsctl uninstall "bundleID" "name"
reboot

- recovery os
crsrutil enable
reboot

please update this major BUG apple ... fail...
 
Argh - that's what was causing the issue......
Apple has its own incoming content filtering in systems settings against firewall, but something like this occurred previously with little snitch effect outgoing content filtering. Last time Apple quietly fixed it, and as there is a RC coming up next week seems if enough provide feedback they will undo what happen. No I don’t use outgoing app filters normally. Still good documentation happening with this issue.
