I thought the betas were getting better not worse I just wish they would test the betas a bit better put less improvements have more betas so we don't come across these problems

Often times betas temporarily break things that were working previously. The path to release is twisty. The purpose of developer betas is so that you can test your apps with it and help find bugs. Report the problems to Apple.

And my watch still can't find the public beta even after installing the profile dozen times. Tried repairing the watch as well but nope. Doesn't work.

I'm liking the improvements in beta 4. Dock apps update more frequently and scrolling is smoother. Siri seems a little more reliable too (not saying much I know).

Battery is an unknown right now since first couple of days with any new build are notoriously bad.

No public betas for watchOS. No easy way to roll back if something goes wrong.
