I'm having the same problem with the PB on an iPad 2 (not iPad Air). The error is that it cannot reach the Authentication Server. Trying to authenticate through iTunes doesn't work either. Now I'm on my third and final attempt to do it. Just wait. I had the logo thing too on 9.3 Beta 1, but after an hour it was finished. Don't know exactly how long it took. I installed the Public Beta on my iPhone 6s and I have been experiencing massive battery drain. Did a full overnight charge with an official Apple charger, took it off the charger at 9am and just used it to view a few apps. Drained to 30% by 11am.

The back of the iPhone is extremely hot now. I have reported the issue to Apple via the feedback and sent my reports. Downgrading and removing the public beta now.
