at the moment, we already have the 12th version of the current generation of the Mac operating system, with the 13th coming up.
Not to be pedantic, but completely being pedantic, we're currently on the 13th version of the current generation of the Mac OS, coming up will be 14. You neglected to count .0 inclusively. (e.g. 10.1 wasn't the 1st, it was the 2nd… etc.)

So when is the fix for the LG 4K monitor vis-à-vis the 2016 MacBook Pro going to happen? We’ve only been waiting for six months for Apple to fix the wake-up-from-sleep problem and system crashing problem associated with this monitor.
The problems i had with sleep/wake and the 4K monitor have disappeared totally with the last release. Used to happen all the time but I haven't had a failure since 12.10.4 actually. Never did have the crashing problem, though, so can't speak to that.
 
Unless macOS 11 would be a major generation shift from the previous versions of the system (like MacOS X was a major shift from the previous Mac OS versions), I don't see that happen. It would also be illogical: at the moment, we already have the 12th version of the current generation of the Mac operating system, with the 13th coming up. Why should we suddenly go back to macOS version 11?

If anything, it would make much more sense to simply drop the "10." and call the next version macOS 13.
if they "apple" only drop the number 10 and decide to call it mac os 13 then it will not go on par with iOS 11
i think is better to drop both numbers, the first and second # 10.12 and go one version higher in the first number = mac os 11
they can call it 10.13 if they want but if they do that, they are going to be like windows, stuck in 10 for ever
apple should always be one step ahead of the competition
simply call it mac os 11
and make windows look one step behind
